CMDA to launch online approval system

Chennai: In an effort to make the process of approving residential projects in the southern metropolis a ‘pain-free’ and transparent affair, the Chennai Metropolitan Development Authority (CMDA) has taken several initiatives, which include an automated approval system, which is currently under trial run.

Slated to come out with series of measures to bring more transparency in the administrative dealings with the realty sector, CMDA plans to update investors with the land use pattern, approval status, etc. This is a virtual boost to buyers and investors who are otherwise taken for a ride by unscrupulous elements in the industry.

In the recently held three-day property show in Chennai, the Confederation of Real Estate Developers’ Association of India (CREDAI)’s Chennai chapter has urged the state government to amend the rules in the existing CMDA Act so as to speed up the plan approval process, which, according to them, is complicated and cumbersome.

Reacting to CREDAI Chennai’s President, Chitty Babu's inaugural address who advocated for more frequent interactions between CMDA officials with developers to understand their problems, Phanindra Reddy, Secretary to the Government, Housing and Urban Development Department, said he has initiated consultations with various departments to bring in more transparency in clearing process. He also assured the industry that he would look into the paramount need of speeding up the planning approval process.

CMDA is also planning to have a counselling centre to provide a wide range of services free of cost to those looking for guidance with regard to land use, approval and acquisition status prior to investment. In fact with the e-governance initiative taking shape, one can obtain the status of land use through CMDA website by providing location specific information.

To address the long standing demand of the construction industry -‘speedy uproval process’ - the CMDA is conducting a trial run of the automatic approval process mechanism that will scrutinise the application as and when it is submitted to the authority.  Architects have to submit their plan in a CD.

Being developed by NSC, the software is expected to be ready soon, according to a senior official in CMDA.  Once implemented, there is no need for developers to visit the authorities with voluminous documents.  They can submit the application online and ascertain the status of their application also. Only the documentary evident can be submitted, either through hand delivery or by post. In fact the system is modified in such a way that they can find the current location of the application and approach appropriate authority for speedy disposal.

Chitty Babu has also voiced the industry’s concern over the sluggish growth in the state, which is now pegged at 18% per cent. He said the growth could have been 30% had there been a pragmatic approach on the government front to remove the bottlenecks in the plan clearing process, which is escalating the project cost and the same has to be passed on to the consumers.
